So I'm down 2 settlers. I actually ran away from him when he said kidnapped. Fucking radiant quests. Will they be disabled now, as long as I don't find this settler? I would gladly trade in 2 settlers for no more radiant quests. Does it reset after awhile?

I don't think it resets, i had a similar issue with an earlier mission meeting another gang.
I'm not certain about the radiant quests since i have my game in another language, but you should try to find him and see if it works, if not, try to load an older file.
