Is the card of street fighter have update on it coz it said update when I put the card

If you have a 1.0.0/2.0.0 Switch, you have to update to play (it is included info the game card)

Game update or dlc MIGHT require console update, my console is updated to latest so I cant confirm.

Can't you "skip" the update?
If no, try turning off your Switch completely and try running the game again without internet connection.
By the way you can edit your internet connection to ask everytime whether to use it or not if the Switch wants to go online. Just head to settings and internet connections.
This way you should be able to start the game.
