If you're running an older FW, there are ways to get Homebrew without installing a CFW. See here: http://smealum.github.io/3ds/

Do note, however, that if you're running on an older FW anyways, you may as well install CFW, due to the nature of the current primary exploits.

Hi im a newbie, whats the latest 3ds firmware that can be homebrewed?

Short version: all of them.

Long version: it depends on the methods you're willing to use. The current firmware version is 11.6. If you feel like dropping about $20 for a flashcart, you can use ntrboot on all versions. You can also use a DSiWare transfer if you're on 11.6. If you're on a firmware version at or less than 11.3, you can use Soundhax. If you're in the nether realm between 11.4 and 11.5, you have to use ntrboot, or do a hardmod.

ah yes i just saw my version is 11.6.0-39E, so my only options are flashcart & dsiware transfer (which honestly i have no idea about)

Yeah, the details about DSiWare Transfer are also on on the guide. Chances are, you'll be going the DSiWare game injection route, as the games that involve save injection got taken off the eShop a while back.

I'm completely new to the 3DS. Does homebrew on 3DS only allow homebrew games or backups of any normal game?
Depending on the firmware (if I were to buy the latest New 2DS XL) I'd need a certain CFW and a certain game in order to install homebrew, right?
Are softmodded 2DS/3DS still able to play games online?

If you go through with installing B9S, you'll be able to play backups of 3DS games, as well as Homebrew games.

The best thing I can tell you at this point is the look at at the guide.

Well, if I were you, I'd troubleshoot the issue rather than getting rid of it altogether. What exactly happens when you try to boot it? Do you get an error?

turning the 3ds on, or going to homebrew? 3ds turns on, works fine, can play online and stuff. I used browserhax to go into homebrew, and the website and the qr code will say the website is not up to date. Idk if that helps.
