If it is indeed throttling, then you can use a VPN or something. I don't know the technical details, but I think that since your traffic is hidden from the ISP, they can't tell what site you are going to, and thus won't throttle it. If they throttle all VPN connections, then there is nothing you can do except change companies.

By the way, I have no idea what I'm talking about. Don't take my advice seriously.

I was about to add your fucking signature to the "Stupid things people say" thread. Figured I would need a "MENTALLY INCAPABLE people" thread instead, so I ended up not doing that.

atleast you managed to write that with a fairly small amount of mistakes/idiotism

The cause of this is Net Neutrality ending. It allows your internet service provider to slow down whatever website they want. Your IP doesn't have anything to do with this.

The internet is a complicated beast. Sometimes there can be unintentional slowdowns because the packets take the wrong path, and the routers don't see any better way.

Also, NN isn't repealed yet, so stop fearmongering with no real evidence. Run a traceroute then we can talk.

Oh... Right, I forgot about that.

Have the exact same stuff here in NL. On my T-mobile connection stuff goes really slow sometimes. When switching to Ziggo everything is fine.

1.

Clean cookies and cache of your internet browser of choice. Once you've done it, close it.

2.

- press the "Windows" key
- search for "cmd" and click the program that shows up
- write the following:

ipconfig /flushdns

- restart your PC

There you go. 14th reply in this thread and the first useful one.

DNS has nothing to do with it. The issue lies between the OP's computer and GBAtemp.

I've seen something similar where my downloading stuff from my private server hosted outside the country went at 5Kbps, at multiple ISP's in the same area, despite going at 40Mbps in another part of the state. The next thing to do is to run a traceroute to see where the problem is, and because of how the internet works, there could be well over a dozen parties involved, with only one of them at fault.

[Edit]
I ran tracert on gbatemp, and get these results towards the end:
Code:
  6 17 ms 22 ms 23 ms v212.core1.atl1.he.net [216.66.70.29]
  7 35 ms 29 ms 29 ms 100ge8-1.core1.ash1.he.net [184.105.213.70]
  8 110 ms 108 ms 113 ms 100ge9-1.core1.par2.he.net [184.105.213.174]
  9 134 ms 134 ms 139 ms online-dc2.par.franceix.net [37.49.237.111]
 10 * 142 ms * 45x-s31-1-a9k2.dc3.poneytelecom.eu [195.154.1.35]
 11 131 ms 131 ms 131 ms gbatemp.net [62.210.180.159]
Given that the ping timed out twice, I'd suspect 45x-s31-1-a9k2.dc3.poneytelecom.eu was partially at fault if I was having trouble getting to GBAtemp (which I'm not).

use Tor. Everything will be equal slow.

And yes, it can be route thingy. GBAtemp servers are in France. Trace hops to 'em. Use Ping Plotter for visual.
