Was getting no output (and a segfault under Cygwin) when I ran the official 1.4.0 release.

So I pulled the latest from https://github.com/SciresM/hactool and built it locally and it now works as expected.
Download, unzip and place the resulting hactool.exe file somewhere in your Windows path.
