This firmware update enables compatibility with the Nintendo 3DS system update 7.0.0-13.
Simply extract dstwoupdate.dat to the root of your MicroSD card, then enter the plugin menu on your DSTWO and an update dialog should automatically appear asking if you'd like to update your firmware.
