In the past, I've never had any problems building CIA files with these tools. But I'm glad that you found a workaround.
Best we can do is encrypt CIAs with a zero-key or a development key for panda units, as Nintendo's private key is private. CFW should make decrypted CIAs not be a problem, but...
I haven't personally tried this, but I don't see why it wouldn't work if you're using CFW. None of the file formats in the ROM are region-specific, besides embedded updates in game cards. Try it out and see if it works.
Tip for things meant for the front page: explain what the thing is for those who don't know. The post doesn't saw what L4T nor Lakka are, requiring the reader to just know or go elsewhere.
The DMCA has an exception for the circumvention of copy protection that appears to apply to homebrew. This wouldn't apply when piracy is the goal.

The funny thing is that the teeny tiny little bag Modchips Direct sent me (no more than 2"x4") came inside a relatively huge shipping box that's maybe 4"x8"x3". (Inches are roughly 2.5 cm for those of you from outside the US.)
Distribution happens before your RAM or disk are even involved.
Plus, downloading ROMs to disk then immediately deleting them is still illegal. I know it shouldn't matter, but that's our law.
