I had the same issue for what concern launching the Homebrew menu.
I was able to fix that putting the
hbl.nsp file in the ReiNX folder.
Not sure why is not there by default and actually where you should download it, I have that in the Atmosphere folder and I just copied in the ReiNX one.
I can be wrong I am using a full romset and moving it into folders, so once I am in usb mode I did not see anymore the originals! My bad.
