    So, basically, anyone who wants to use Freeshop should either stay on 11.7 or just stop caring whether they're banned or not? Not like the 3DS has any games with online access actually worth using, after all, so banning doesn't get in the way much.

    It's probably in the wrong folder or something. I personally copied the Gateshark codes and then used the ActionReplay.plg plugin from here https://gbatemp.net/threads/ctrpluginframework-blank-plugin-now-with-action-replay.487729/ and that works perfectly with the US version.
