For Mariko use EOS 1.1 + Mariko wizard + latest sys_clk.
You might need to change settings to unrestrict clocks or maybe you can try setting up the EOS loader.kip in the PC using it's configurator instead of using the wizard and see if works.

Atmosphere still works with sig-patches if loaded via package3 and hekate. Or you can just use a modded fusee.bin such as this one that I compiled for the latest atmosphere which has ips kip patches support.
