I'm pretty sure he's talking about the 3DS version of the patcher (aka the .cia that can be installed to/used via the home menu) in comparison to the PC patcher that was released yesterday.

If you're looking for another Mega Man/Rockman translation project to keep an eye on, then there's the Rockman.EXE 4.5: Real Operation project, which had a progress update 9 days ago.
You just have to do the following:
Extract the contents of the AP patch's .zip file (Windows 10 can do this natively; if not, download and install either WinRAR or 7-Zip)
Run Lunar IPS
Apply IPS Patch
Select OSSAFix.ips file

I've never had these kinds of issues on my o3DS before (both cartridges and digital), so I really doubt that it's an issue with games that are installed through FBI. If anything, it could probably just be an issue with your SD Card, though I doubt read/write speeds matter much on the 3DS...

Yeah, I was able to play it without any issues whatsoever when I first patched the game (I don't believe the R4 Wood firmware had it auto-patched at the time). This was years ago before the English fan translation patch was released. I do recall getting to the 2nd chapter...
That's the game's anti-piracy kicking in.
Not only will enemies spawn after every step, but you're also unable to edit your chip folder (so you're stuck with the default set).
You'll have to look for an anti-piracy patch to fix that issue.

It seems like it's less of a hassle (and pretty straightforward) to dump them via GodMode9 on a 3DS than it would be on a DS, since you'd need to go with either the WiFi or Slot 2 flashcart route. I suppose it all comes down to how many games you're going to dump and whether you might find a 3DS...
