The easiest way is probably with a compatible DS flashcart and GBA Backup Tool - https://filetrip.net/nds-downloads/applications/download-gba-backup-tool-021-f3228.html
I don't think that can be done as easily, You'll probably have to track down some sort of cartridge-PC interface.

+1 to Retrode.
It's a pretty neat thing to have anyways, it makes dumping cartridges from pretty much any retro console (as long as you have the right adapter for it if it's not SNES/Genesis) easy along with their saves, and you can even play cartridges directly in emulators.
