Without visual changes, there is no "modern" look to distinguish past devices from current at first glance. Anything one is used to must look "outdated". Ultimately I would say the purpose is selling stuff.

new android updates spook me at this point, I have a pixel but am choosing to wait on update for any major bug reveals. It's sorta silly they switch around the basic UI every year.
Honestly the only Android 13 feature I'm excited about is KVM related stuff, but that seems like it'll be Pixel only, as I doubt Qualcomm will allow it on their chips
No it's proper hardware acceleration, the only thing that's missing is GPU acceleration iirc. But if you need to quickly need to run a full Linux or even Windows app on the go, it's able to do so
