Are you running FBI under any custom firmware? If not, it won't work because NTR isn't a legit .cia file.

You can launch something like Luma3DS through the homebrew browser, just download the files from the Luma GitHub page and copy them onto the SD card.

Try launching FBI after launching Luma3DS and then installing the NTR .cia file. If that doesn't work, then I'm not sure what is causing the error.
