Electricity does have caps to their services (in TX/OR/CA at least) but the thing is, you get free no usage weekends + unless you run a disco, you'll likely never reach the cap. (I've tried)

Internet at this point should have no restrictions on usage though. It's not so much a luxury anymore, and more of a necessity, because of how important it is to day to day life. Of course, we likely won't ever see that happen, at least for a while.
