Hmm. Most of my videos are just gameplay videos with a few hundred views each at most, and I don't have a lot of uploads. Didn't have any trouble enabling monetization. Just keep uploading and it shouldn't be long until you meet the criteria.

You don't get it, it's on a spare channel I got I only upload stuff on when I got stuff to put up that doesn't go in any of my other channels, so I literally only have 4 videos on there and the ones that got 9500 views (two of them together) are literally 1 minute long as they are meant to say "read description" (it's link to MHXX 1.2 update CIA).
