Some people do not get on well with 10 but most of that was early teething issues, like what always happens, and should be largely sorted. Some have issues . As you asked though then technically windows 8 is the only one of the two that will get the newer versions of directX (directX 11.2 in this case, directx12 became a windows 10 exclusive). Not many things make use of DX12 and I am not sure what the consoles are doing to hold things back like we saw with the last ones and directX 9, still if it is just a software thing then go with 10.
