Most of the games are using new verification of nintendo right now. So unless someone finds another workaround, I think from now on villain3ds and freeshop are shut down for good. But it is the right thing though, we had been abusing nintendo server for long enough.
You must be using an outdated version. That title is blocked by nintendo (it requires additional verification) so that why the app becomes buggy like that.
Many zelda, mario games are blocked, but other third party games are still fine.

I feel bad for not handling all the exception like usb helper, so villain3ds leads to some weird behavior. Yes some tmd files is returning 403 forbidden right now, and maybe all of them will be blocked tomorrow, who knows.

Yes it's safe. FBI and freeShop both don't send your console-specific information when downloading from CDN. But do not use freeShop's sleep mode to download.

Yes, if you install an update or dlc cia it will automatically apply to the right game. Or you can just update the game from home menu or eshop.
You need to find a title has the same name with your game, but has "dlc" type.
