You need an older version, the newer ones titled 9DS are for encrypted files. I believe version 9 is the one I used. You’ll be able to tell because the program is called HackingToolkit3DS- BobSpaghet

@Sakitoshi So I did the sega cd trick and was able to get Dragon's Lair running perfectly, but any time I try to load another game, it boots into the cd player mode. Any idea why?- BobSpaghet

Hacking Remove old data to reinstall tickets
You're a lifesaver man, it grabbed tickets for everything and now all my 3ds games are back. Now the only thing is that all my VC data is still on there, but it didn't pop back up. Is that what you meant by injects? And if I do need to download all those again, how do I get the old data off?- BobSpaghet

I got a new 3ds and set up everything no problem but after system transfer and booting with all the same data as before on the sd card, installed cias no longer showed up on the home menu. Looking in FBI, all the saves, tickets, and even titles were still there and showing up as active. After...- BobSpaghet

Turns out my ancestor was a bit upset about the whole language fragmentation issue, like Soda and Pop... Ask for a pop here in Florida people will look at you funny. Ask for a pop up north and people know what you want lol
