Your cable is standard Y-cable where power from 2 usb port of one device is combined.
You need Y-cable with external power separated from device connected to hdd.
You need to make cable with external power injection and use 5v power supply to power hard drive.
Or you can try to find usb hub or hdd case with external power.
If you are macOS user, then select file in finder and press cmd + i (or get info in right click menu). At the bottom there will be permissions section.
Other OS should be the same.
Set r/w file permissions.
I had same situation with MHXX save and solved it by setting read & write permissions for everyone in file options on pc and then restoring it with jksv.
