Halo's will be discontinued for the 360 in Dec 2021. Do I need to download the map packs early, or will those services still be available?

DLC will still be available. The 360 store is not going away anytime soon. But if you want to download forge maps you better get on it.

OK I better get downloading. I will buy Halo, sooner or later. PS I didn't buy a lot of those because I was kinda stupid back awhile. And I only got my Xbox in 2012
