Hacking problem with chears

hey so i have the usrcheat.dat and i go to enable the cheats on any game and select the ones i want i go save and exit and if i go back to the cheats they arnt enabled i have to do it again but they never stay enabled so they dont work in the game does anyone no how to fix this
