getting that visa to enter Malta

so a few days ago my future employer sent me an email, my work permit approved (as expected). now here comes the nastiest part: applying a visa to visit Malta (my passport doesn't have free visa access for schengen zone).

In normal times, it seems third country nationals only need to come with a tourist visa and change it into the residency permit once they arrived in Malta. However there's no maltese embassy in my country and the austrian embassy here only has an authority to issue a tourist visa.

the HR from my employer may not grasp the situation well since I am expected to apply for long stay D visa type. the only way I can do that is by applying in the Philippines or China, which is not an option as both countries enact a travel ban at the moment. The HR just sent an email inquiry the the central visa unit of malta. I hope all I need to do is applying the tourist visa. other expats who work in Malta also said a similar thing: just get a tourist visa. My country, fortunately is on Malta's amber list, which is super weird. I am guessing because the number of visits from Indonesia to Malta is not significant. However, the richer countries, such as Singapore and Malaysia that handle the pandemic better than us are not on the list. Very weird!

I really hope all I need is to apply a tourist visa. visiting the Philippines or China to get my visa would be impossible.

I was thinking to become Malta resident too, since italy's Capital gain tax is tremendously HIGH 26% vs Malta only 10%.
Fortunately i'm Italian citizen so i have no problem at all.
