Not usually; they're deleted in rare circumstances. ScuberSteve, for example, and someone else I noticed the other day somewhere.
Years ago the Validating members were deleted to save space, but I think that was still under KiVan's administration on old servers. It didn't affect anything major, as members still being validated are ones who haven't replied to the confirmation email during registry and thus weren't likely to ever come back.
