Or you could just, and this might sound crazy, just get a ds and a flashcart.
Not to sound rude, but obviously if he/she was interested in that, that's exactly what he/she'd be doing. I do emulation on my smartphone all the time for GBA, GBC, GB, NES, SNES, Genesis. Even more so before I got a 3DS (I never owned an original DS). For someone like that, of course they'd be interested in keeping all their gaming on one device if possible, as opposed to buying a second handheld to play games.
I own a dsi xl,3ds,and a supercard dstwo so take that pyromaniac . And like watchman said i’d like to keep my gaming on one device

lol so anyways how powerful would a device need to be in order to emulate a ds with no lag? I remember reading somewhere here on the temp that the device would have to be 9x as powerfull to emulate well.

Probably not quite 9x as powerful. I would guess maybe about 4x as powerful, but there's really no telling. And a lot of it depends on how long it takes devs (if any are working on it) to code everything correctly to work on mobile OSes. I remember 2 years ago a dev had a "test" alpha DS emulator for Android, and most sprite-based games (that is, games like Yoshi's Island DS, but not Metroid Prime: Hunters) worked very slowly, without sound (though the lack of sound might've been to try and avoid copyright claims). But it was pulled from the market, and I haven't heard anything from it since. I believe it was called Tiger NDS, but I could be wrong.

Anyway, DS would probably be really tricky, regardless of whether they have the power and right coding. You would have to play in portrait on phones so the screens would be decently sized, but then the touch screen buttons would cover part of the bottom screen, which would interfere with actual touch-screen commands for the bottom screen. So it would basically be unplayable on phones (except for games that dont require touch controls), but it might work on tablets, since there'll be enough room to put the touch screen buttons to the sides, and hence not interfere with the bottom screen.

I think I tried Tiger NDS on a semi-good Android phone and it sorta...worked. It was definitely a proof of concept thing. I think it loaded an Ace Attorney game, but everything was extremely slow, and I don't remember about the sound.
A DS emulator for Android would be nice though, as I'm planning on getting a Transformer Prime. Although...I have an XL for DS games, so no worries.

Kinda off topic, but the Nexus 7 is more of a budget-minded tablet than anything... only 7 inch screen, no expandable storage, etc. There's a reason it's only $200.
I dont like to be carrying around a 9 inch tablet like the ipad and as for the storage problem you could buy a otg usb adapter which can be used for expandable storage by connecting a usb to one end and the other end to the nexus 7 as well as a mhl hdmi adapter to connect the nexus 7 to an hd tv. I just derailed my own topic lol so lets go back to that. The emu you were speaking of was tigernds but it was in fact very slow. I wonder if someone will ever come up with a better one.

for what reason?

the transformer has everything nexus 7 has (well minus jellybean for the time being...) except its better and it can turn into a netbook

Sorry if this is sorta off topic, but just to reply for myself:
My friend has the Nexus 7 and it seems cool, but the biggest letdown for me is just the fact that Google purposely left out a microSD card slot, or USB or whatever. They want you to use everything in the cloud, which sorta makes sense except for the fact that I don't want to have to delete some apps/music just to make sure I have the media I want in the car. Using some external adapter to get past this doesn't seem appealing either. 16GB isn't really enough for me, as I have more than 20 on my ipod.
It's a good tablet, just not for me, as I'm selling my ipod touch 4 and recently got a job, so I'm willing to spend a good amount on the tablet I'll have for a while. (Plus, 10 inch screen for SNES/N64/GBA/other games will be nice)

It is definitely possible but probably won't happen. There aren't any devs that work on emu's anymore really, I don't remember when any emulator got updated on Android for the past year. I'm talking about the big ones (GBA,N64,PS1, etc)
Some of those really don't even need updates though. At least for Yongzh's apps (the only ones I've used), NES, SNES, GBC, and GBA already work flawlessly. Genesis also works flawlessly, except for a transparency bug deal that was never fixed.
I assume you never tried FFVI and Zelda ALTTP on Gameboid?

I've actually played both, but not that much (maybe an hour or so each?). They both worked just as well as any other ROM during that duration, though.

That said, since Yongzh hasn't really been updating his apps regularly, there've been some compatibility issues when running them on anything higher than 2.3 Gingerbread, I've noticed. Mainly, SNESoid simply won't show any images (it'll have sound and accept input, but that's it), and random games that are GBC-compatible in GBCoid will display in grayscale only. There is a SNESoid clone someone put on the Google Play store that works just fine on newer Android versions, though.

No offense, but when was the last time you played it? The graphics work perfectly fine on both my first android (Samsung Moment with an 800 mhz arm processor) and my current android (Original Samsung Galaxy S Epic 4G, with a 1ghz processor). I literally deal with no graphic problems whatsoever... In fact, it looks BETTER than on the original hardware because the super AMOLED screens look so much better. And yes, I have played the original games on my GBA, so I know what they're supposed to look like.

Glitch happened on both Nexus One and Nexus S, happened on 2.4.6, 4.0.1 and 4.1

Apparently you've never tried playing A Link to the Past on Gameboid either, as it has quite a few graphical issues and slowdown issues on even the best phones. Gameboid isn't flawless and neither are any of the other emulators out there.
