How would you get past the signature verification though? Remember the whole FBI vs Apple thing? That whole thing was about FBI demanding that Apple gave them their unique software signature so they could push their own software to it.
Updates on disk are already signed. As well as dumps of updates from nus.

Yes, but if you change anything in the update code you have to resign it or it will not work. Come on guys, do you REALLY think the people developing exploits wouldn't be able to come up with the same idea? And do you really think Nintendo is so stupid that they'd allow the WiiU to be exploited THAT easily. If it were that simple to bypass the signature check, all you'd have to do to pirate a game is burn it on a blu ray and pop it into the WiiU.

Dreamcast.
DC didn't have a signature check, and its anti-piracy was almost rock-solid. The problem is they left in a backdoor by way of the "MIL-CD" format, an enhanced audio CD with Dreamcast-specific functionality. Hackers quickly figured out how to duplicate MIL-CD (which was a standard multi-session CD-ROM with no special security data) and used it to run games off of CD-R.

Systems with Rev.02 firmware disabled MIL-CD, hence why you can't run CD-Rs on those.

Not only that GerbilSoft mentioned, but older consoles didn't have updates. If a console was hacked, the only way to avert this is creating another model. PS2 was infamous for modchips and piracy especially in South America, but Sony did tried to slow down the progress of modchips, but models alredy hacked were a lost cause.

PS3 had jailbreak, but after 3.55 it was completely impossible to use the same methods to gain homebrew access again. If you somehow update your console, your only option is to downgrade, that requires special equipment to do and it doesn't work on all models.

Before we get WAY off topic (again), let's just all agree that getting IOSU access isn't going to be as simple as changing some update files and push that to the WiiU. Software devs are smarter than that these days.

And why would you need to modify them? You're talking about stuff you don't understand. You can not hook dns for update server because it uses ssl, not because updates are signed.
