ROM Hack Mario 64 DS converted to CIA? Is it possible?

I'm pretty much a noob when it comes to 3DS hacking so I don't know whether this is possible or not, but I'd really like to have it on my 3DS conveniently.

No. its not. You can use twilight menu which allows ds games to be saved and loaded from sd card.

I believe you can use this to make a CIA if the ROM is on your SD card or a Flashcard.

Its not technically a ds cia. its mearly a forwarder of the rom which is placed on the home menu.
