The Chromebook is the most locked down piece of garbage ever invented. You can't run ANYTHING other than Chrome (or Android Apps if available) without having it run a real Linux distribution.
The 3DS could definitely handle it, but I doubt anybody is going to take the time to make it happen. I'm kinda surprised Nintendo didn't make one for 3DS, but now that the Switch version has done so well I'm sure they won't look back and make one...
