Most of the games are using new verification of nintendo right now. So unless someone finds another workaround, I think from now on villain3ds and freeshop are shut down for good. But it is the right thing though, we had been abusing nintendo server for long enough.
You must be using an outdated version. That title is blocked by nintendo (it requires additional verification) so that why the app becomes buggy like that.
Many zelda, mario games are blocked, but other third party games are still fine.
There is a mirror URL for that title key file, read here. Right now only first-party titles on eShop are using new verification mechanism, but soon we'll have to say goodbye to Villain3ds and freeShop and whatever CDN-abusing softwares (if there is no other workarounds).
The tmd file is just actually an html file that tells access denied...
Try searching ultimate guide to 3ds on Google, there may have a mirror URL of that file.

I feel bad for not handling all the exception like usb helper, so villain3ds leads to some weird behavior. Yes some tmd files is returning 403 forbidden right now, and maybe all of them will be blocked tomorrow, who knows.
I think that title key site is down again, or it looks more like its domain is expired. I can't check it now. Also mario 3d has 45233 contents which is very weird.
Yes it's safe. FBI and freeShop both don't send your console-specific information when downloading from CDN. But do not use freeShop's sleep mode to download.
