Should region-free cia's be launched through Han or can they be launched normally? Just concerned about playing online with these types of files.

If you have a cfw that has region free built in like Luma3ds then you can boot it normally. Out of region online works but I'm not sure if anyone has been banned for playing out of region games online. If you play online with out of region cia you will be playing with that region and not yours.
