3ds arm11 crash, Nand region change?

Should I change my 3ds nand region? I recently bought a New 3ds LL due my new 3ds XL dying and it being cheaper to import one than buy a secondhand XL, however some games that I wanna play like Majora Mask 3DS crashes upon launch stating "Fault Status: Translation - Section" regardless if I use the US or EU cia, Is my only solution to change the region or do something else?
