From what I understand I an do this through the browser correct? However does stock firmware doesn't come with a browser. I have a few 3DS games that potentially can have an old firmware with the browser. Can someone help me out? Thanks

Hmm, according to the guide updating from 1.0.0 to 3.0.0 (by using my Kid Icarus cart for example)if your console is under 11.2 then yes it will be sound hax.
Sadly cartridge updates won't work for getting browser and/or sound app updated. Only online updates do this. You can see this by looking at the last digit 7.1.0-0U. It has not been increased by cartridge updates. This leaves:I can't seem to get it to work. the soundhax file can't "play" cuz of the -0U. I'm on 7.1.0.-0U now, Can I just update to latest and use the seedminer exploit?

I have CFW and a game installed. The 3DS lets me know to update the game. When I click on the game and press Y to download and install the update file, I get error 009-1003. My region does not match the eShop region.
It is a second-hand 3DS. What can I do to change this back? Can I visit the eShop with CFW and check my region there?

Upon entering the eShop, it notified me straight away. It asked me to confirm the switch in country. After confirming but even before accepting the Terms of Service, I could update my game on the homescreen.
