Use this gif instead. I have no idea why it did what you described at first but I re-encoded it in Premiere and this one should go through the script and display properly

Just follow a guide online, it's not that hard
Retry it at 12-15 fps. Anime is usually at 24fps natively but start at 15 and work your way down until it's smooth on your 3ds.i tried this stuff, and it is pretty cool .. here is some random .. gif i made for anim.

Gifs are pretty much a single loop, so you'd have to edit it to loop a couple of times if you want it to last longerhere this is for u XD
