Are there any applications other than braindump that can dump games? I wanted to preferably install it as a CIA rather than go to the homebrew launcher for braindump.

There's uncart that dumps them into a .3ds if i recall correctly, then you can convert it to .cia with simple cia converter. I believe Decrypt9 can do it but i never bothered to figure out how

The best tool for dumping carts directly to CIAs is Decrypt9WIP, but that is not a cia. There is no cart dumper that can be installed as a cia.
