1. Download the latest version of Decrypt9WIP.firm to the SD card, under /luma/payloads/
2. Make sure there's a folder on the root of the SD card called "D9Game"
3. Hold down the Start button when booting up the console
4. If a menu with the title "Luma3DS chainloader" appears, select Decrypt9WIP (this menu only appears if you have multiple payloads, if you only have Decrypt9, it will launch Decrypt9 automatically and skip this step)
5. Select: Content Decryptor Options > CIA Builder Options > CIA Builder (SysNAND/decr.)
6. Using the D-pad, press right on the following: title > 00040000
7. Using up/down on the D-pad, scroll until the folder 00164800 is highlighted
8. Press A and let the tool do its thing (will take up to 30 minutes)
9. Download the latest version of PackHack to your PC
10. When Decrypt9 is done dumping, you can safely power off the console
11. Eject the SD card and insert it to your PC
12. Inside the D9Game folder, there should be a file called 0004000000164800.cia, copy it to the PackHack folder
13. If running PackHack for the first time, it will ask you to perform a setup process, so let it do its thing
14. In the PackHack menu, type in CE and press enter
15. When prompted for the file name, type in 0004000000164800 and press enter
16. The tool will now extract the contents of the .cia file
