If I dump my new 3ds's browser, can I install the CIA file on an old 3ds and then the old console will have all the features of the new 3ds's browser (such as html5 and video playback) that the o3ds doesn't have?

Nope as there is hardware the n3ds has o3ds does not have

You can always try but it’s doubtful that it would work or make a difference due to the hardware differences between the systems

In short, no. The new 3DS version needs the higher clock speeds, more memory and larger cache
