Call of duty Modern Warfare 2019 With v1.63 Patch crashes at start up (Error code CE-34878-0 )

i have installed cod 2019 with the newest patch and i installed only the Multiplayer pack and when i turn it on it crashes on start up

"First thing you have to do, is going into options, graphics and disable the texture streaming, change it from standard to disabled and go back to the title screen, close the game and reopen and check if the setting saved if not repeat the process. If you dont do this the game will blackscreen and freeze randomly." -CyB1K
