Hardware Can someone help me with my 64 gb SDXC formatting error?

I get an error trying to use the fat32 guiformat.exe tool and I'm not sure how to get around it. I run it as administrator.

close a app that is useing the sd card the notepad or something and if u cant find it reset the pc
