Most emulators currently run slow on the O3DS while they run fine or much better with a N3DS.
So that's the biggest issue that people face when using emulators.

It makes as much sense as comparing GBA emulators. It's just adding extra info.
The OP had already got an answer for both what emulators to use and also for the GBA Bios.
You commented about the quality of one emulator in comparison to others, I commented about their inability to perform well while running on a O3DS.
