As far as my understanding goes, the main reason why GC USB loading can't be done is because the USB ports are never initialized when the wii "Restarts" into GC mode.
If I'm correct, couldn't we just make something that initializes the USB ports that would be placed in bootmii's place on the SD card?

It would require so much work. What you're suggesting is creating an entirely new path for data transfer without the use of hardware. Even if it was accomplished, games would probably be extremely slow.
