Well, I got the eShop fully working on my Japan to US 3DS using swapdoodle. Its confusing but ill explain how Steps to replicate:
1.Link a NNID to the Ctrtransered system.
2.Get the CIA of Swapdoodle corresponding to the region you switched to. (I got my CIA from my Old 3DS, you can just download it from the eshop and dump it) and install it.
3.Do the tutorial (The first time you may need to verify your older than 13)
4.Go to the shop
5.Update the shop and attempt to install the starter pack or the nintendo switch pack (Those are free and the time I did it i forgot to update the shop and it had an error, probs the crappy wifi)
6.when the purchase popup appears, agree to the linking terms and all the other stuff
7.It should do the prepare thingy and confirm that you want to install the pack, accept it (the packs are legit 2-8 blocks, not too big, I got the switch pack and starter)
8.After its done, exit swapdoodle and go to the eshop
9.Instead of the 007-???? error, it should allow you in and ask you all the basic eshop stuff.
10.Done! I was able to test the installing and you can download games and browse too. I have not tested system transfer, you could try it if you would like. Thats it! I hope you guys could replicate it, idk if it works for everyone.
Edit: The 3DS is NOT brand new. This was a used japanese 3DS from ebay. It has accessed the eShop before in japan and had previous purchases on it. I also edited the post and copy pasted my one from reddit, due to it being pulled down. I have proof that this did work and I can show you guys this.
