It's not really that easy. It's a personal custom theme that would take a lot of back and forth that really doesn't need to pollute this thread imho.

I've been getting back into making themes myself.
Made a new one just now based on the Sega CD theme they released on the Theme Shop (It is NOT the same as the one they did, but similar.)
Hope you like it.

Note: The 10.3 is the Firmware Version of the 3DS that I was using, most people will be on 10.3 if they're waiting on *Certain* news. And instead of 1993 SEGA I changed it to 2015 SEGA.

Yes I know, I've had these games for about 3 years, I did own the original 3DS, then moved to XL, and then finally settled on my New Nintendo 3DS.

I would really like a theme based on the Sugimori Gold and Silver art (see below) The dogs on top screen and charizard on bottom maybe? Or perhaps have the ruins of alph on the to if anyone can find a better image?

Use Fireworks CSS5 program. I do all my projects it.
I did the theme under all the fireworks CSS5.
I'm finishing to make other themes One Piece.

SEGA CD THEMES, Now with AMERICAN and EUROPEAN Versions.

Made amends to my previous theme.
Now it's much more polished and has headings under each section except Play Coins cause it swaps to Steps aswell.

EUR = Mega CD V1.00 Boot Song
USA = Sega CD V2.00 Boot Song

Sound Effects

Opening App = SEGA Jingle
Closing App = Special Stage GOAL sound (Sonic 1)
Creating Folder = Big Ring Sound (Sonic 1)
Opening 3DS from Sleep Mode = Starpost Sound (Sonic 1)

I seem to be having a problem with a theme I made... Everything works fine except for the music. Instead of looping, it cuts off a split second before the end of the song and stops completely. The BCSTM file is 3.1MB, and the song is under a minute and a half. Any idea what could cause this?

Did you check the box that says loop?
