I am pretty sure you need to have the physical Mario Kart DS cartridge inserted for saving.

nds_bootstrap is the actual thing that opens up the rom right? Is there anyway to load this and try opening a rom?

Also could it be a problem with Luma?

After loading Rom with console debug:
TWL_VRAM ON
Press start...
After start quickly test appears then goes away. Im assuming this is opening the rom?
After this the white screen just continues :/

The real problem is that bootstrap isn't loading for some reason. Try re-installing TWLNAND side from the QR code.
If you did, again, I'm out of ideas.
