I think it's just because it's such a generic Anime girl face that has been tweaked so much to not look like a generic anime girl face, that it just ruined the pointed of not being generic that it looks funny.

I believe it is a popular game in Japan as it currently have 6 releases: 537, 752, 1257, 1829, 2506 and 3218.
Release 4848 was the first one outside Japan, but it didn't include English too. Guess it was successful enough to afford a sequel localization.
