Hacking FBI already installed on my Health and Safety spot. No luck when trying to follow this step...

Okay, so here's the deal I already have FBI installed in place of the Health and Safety logo/game/application.
I have the newest version of FBI installed somewhere else on my 3DS.
I'm able to install .cia files effortlessly I just wonder if I need to do anything else that the new guide
instructs to do...now keep in mind I originally modded this 3DS a WHILE back before everything was perfected (meaning the guide as well)
I guess my real question is if I already have a way of installing games and playing them is there no point in being able to run the
Download Play application mod? I mean all it's really doing is setting you up with base .cia file installs for important programs.
Someone shed some light but here's what happens when I try to boot up the homebrew launcher from the Download Play screen


Step 10 is where I come into trouble
When I go to open the Download Play application again
it spits this out at me:

Section III - Launching FBI

  1. Launch the Download Play application
  2. Press (L) + (Down) + (Select) at the same time to open the Rosalina menu
  3. Select “Miscellaneous options”
  4. Select “Switch the hb. title to the current app.”
  5. Press (B) to continue
  6. Press (B) to return to the Rosalina main menu
  7. Press (B) to exit the Rosalina menu
  8. Press (Home), then close Download Play
  9. Launch the Download Play application
  10. Your device should load the Homebrew Launcher

This happens usually because you're trying to launch an old version of the homebrew launcher that doesn't support Rosalina. Download boot.3dsx from here:
https://github.com/fincs/new-hbmenu/releases
And throw it in your SD card's root, overwriting the one that is there. That should fix the problem.

The advantage of using Rosalina instead of CIA-homebrew is that it masks everything under the title id of the app that you've chosen. This way when you're online and running homebrew, rather than Nintendo seeing what you're running and banning you, it will just show up as "Download Play" or whatever other app you've chosen to use with Rosalina.

so i have HB launcher installed and what not. Went to update the .cia but now HBL is missing from my 3ds but is still in my sdcard. as is cia installer but that is also missing. how do i go about getting them to show back up? And my H&S backdoor isnt working either which i know was working before i tried to update. so im not sure in my H&S didnt stick over a reboot or what.

    I did all of that stuff and it seemed successful but still nothing. The only thing different from the guide I used was that my device wasn't showing up as APX but rather Nintendo Switch.

    I tried a different port and don't have another cable. I'm fairly certain there's no issue with the equipment I'm using.

    Some cheap USB c cables don't send data, they only charge
