Licence in this case should be linked to the dongle and not the console, it should work if you put the dongle to other console. Otherwise it will register the switch id on first boot and lock dongle to use with it.I guess going through retailers takes time and allows for more orders to be made (quick profit) before their OS is cracked.
And there is something to consider also regarding the pro customers: if the licence is tied to the console, how come their device comes preactivated?
They use resellers because they always did because they were selling hardware. If they were to sell directly, their relations with resellers would go very bad and they would have more trouble distributing future hardware product (if any is in the plans...)
