i fixed it

Basic Rotom can't learn Blizzard. Also, Rotom, Rotom-Mow, Rotom-Wash, Rotom-Frost, Rotom-Heat, Rotom-Fan, that's how you label them when making a set. So, plain Rotom should not have (normal) attached to it.
