Yes there is.
You don't need the blue card, but of course, the red card is still necessary.
If you already on 11.6 please do this steps first:
0.a Make a backup of all your Tickets with Decrypt9/Hourglass9
0.b Do a CtrTransfer to firmware 9.2 or 11.2.
Now that you are on 11.2 or older, We are going to do a partial sysupdate.
We going to update all sysTitle expect for those that prevent the Gateway Card from launching.
You can find the download link for the partitial update in a YouTube video called "Nintendo 3DS GATEWAY Emunand on lasted firmware 11.6.0-39 by Netinirvana"
Copy all .cia from the pack in a folder called update on your SD card.
Then install sysUpdater on your Nintendo 3D system.
Launch sysUpdater and let it update.
When it is successful, restart your system.
When you did a CtrTransfer, don't forget to restore your Tickets now.
This will get your missing titles on your homescreen back without the hassle to reinstall them.
You can now uninstall sysUpdater (inclusive the title ticket from this title).

do you have the red card? do you have CFW?
GW can't work on luma, you must create emunand to get it to work.
wait, you don't have the red one? then why you want GW on luma? it's the card that load .3DS and .3DZ games.
the blue one for DS games, it used to install an exploit on 4.5.

The Red card means the Gateway 3DS card itself.
You don't need a flashcard. Just perform the steps as I told you before and you will be alright.
Just a couple of small side notes:
- You cannot use the Gateway 3DS CFW without actually owning a Gateway 3DS card:
You will be stuck on the dragon menu that will ask to insert your Gateway 3DS card.
But why should you even boot Gateway 3DS if you don't have the card? That is why luma 3DS exists.
- For an optimal experiencing you can use this guide to make your own chainload to the gateway menu:
If you have B9S (a recently hacked 3DS), you can make your own button combination to start gateway menu at boot
- If you have an emunand, Gateway menu will automaticity using the emunand at boot:
This way, you can still fully update your sysnand, while keeping Gateway support on your emunand.
NEVER UPDATE the emunand.
- It is very easy to make an emunand with Decrypt9/Hourglass9:
Keep in mind to make a full backup (copy/paste) of everything on your SD card before making an emunand.
Creating an emunand erase everything on your SD card. You can copy all files over when it is done.
- If you perform my steps that I told you before, it isn't necessary to create an emunand, but you cant update your system on a regular way any more.
Actually you can but your Gateway 3DS will not work again. You will have to wait for a new partial upgrade pack, our make one yourself by downloading the correct titles with NUS 3DS.
If you Gateway 3DS doesn't work any more because accidentally updating your system, just do a CtrTransfer again and do the partial upgrade, like I told you before.

not the official way from GW, but updating to 11.6 without certain files in emunand only.

Not directly.
First you must be on 11.2 or lower.
Then do that partial update like I told you in my first post.
It will update your system to the most recent version, expect for some titles that prevent Gateway from booting
