All Vitas sans 2 Japanese slim colors are guaranteed to have 3.60 or lower firmware on them, PSTV included.
And yes, you can use the Henkaku DNS server to update directly to 3.60 on your Vita.

Having read this a few days ago I felt safe ordering a new glacier white slim from amazon. It arrived today and unfortunately it is on 3.61. I'm guessing new stock that is on 3.61 must be filtering into the supply.
Getting a Vita on 3.60 or below has been pretty frustrating so far. I've already returned 2 used Vitae from Ebay due to rainbow scratches when the sellers described the items as having no scratches on the screen.
I am considering keeping the glacier white slim (it's lovely) but I can't find any 3.60 or under slim replacement motherboards on ebay. Does anyone know where I can find one at a decent price?
Or better yet, does anyone know what shops still have brand new vitas on 3.60 or below?
edit: Ordered another brand new Glacier white slim from another seller on amazon and it also had 3.61.
I asked almost every seller on ebay selling brand new Glacier White and Blue Vitas what FW they were on. Got 4 replies back saying that the latest batches they've received are on 3.61.
Looks like the party is over. If you want a brand new Slim Japanese Vita on 3.60 or below you better make sure that it's older stock.
