Wouldn't that mean extra clicks since the Mii Maker is not in the HOME Menu anymore?
Also, here's a proposal: if the user holds a button (maybe L or R since they are used for similar purposes in 3DS CFW), the loader could just launch the Album applet instead of HBL.

if you open the album while pressing L it opens the default album

Either holding L or R while launching album. Don't know, I don't use it. It's L on SX OS.
